Our Story
The story begins with its leaders Peter and Fe. From 1998 until 2001 Peter, and Fe worked together as husband and wife as Missionaries in Southeast Asia. Their focus was reaching an unreached people group and later leading mission outreaches to mobilize other believers to a Muslim country. In 2003 Peter and Fe’s leader trained them to lead the School of Frontier Missions (SOFM), a 3 month intensive mission course. Since then Peter and Fe have led over 12 SOFMs along with the condensed FMT (Frontier Mission Training) course. They also mobilize and teach in Discipleship Training Schools. Peter and Fe also conduct Kairos missions courses with local churches and YWAMers. Together they have developed various groups to disciple youth from the slums and streets, this was the beginning of the student sponsorship program.
The FM Center Cebu was founded in 2009 with the vision to pioneer a missions training center for the SOFM. The goal of the FM Center was to feature missions schools focused on the Least reached tribes and People groups from the major religious blocs like the Muslims, Buddhists, Hindus and Animist tribes. In 2012 FM leaders and staff pioneered a church in cooperation with a local pastor to reach out to the families of sponsored children, often among the poorest families in the slums. When Peter and Fe saw the great needs of street children they took over a student sponsorship ministry pioneered by their German friend. Since 2011 FM Cebu has sponsored over 100 students, helping them from Elementary School to University. Many have graduated and now work to help their families. Some even serve in missions related ministry.
In 2015 Peter saw a vision of himself standing in front of a 3-story mission center building. Since street & slum kids are not welcome in the houses Peter & Fe used to rent, they felt the need for an own place where they could not be evicted for welcoming slum and street kids. In 2018 God provided an unfinished, dilapidated 3 story building centrally located in the City of Talisay, Cebu. Peter and Fe were able to renovate and finish this building in 3 years and purchase the tiny parking lot in front of the center in 2022 to secure the right of way. A tiny house in front was purchased to accommodate the leaders and some of the students.
YWAM FM Cebu also hosts visiting mission teams and provides disaster relief after storms and earthquakes which often affect the homes of the families FM Ceb serves. In 2025 Fe and Peter were chosen to lead YWAM FM Philippines, the Frontier Missions department of Youth with a Mission.
The vision of FM Cebu’s leaders and staff is to mobilize, train & send missionaries to the least reached, last and lost peoples worldwide and disciple disciple-makers even among the poorest of the poor to reach others for Christ. This is done through the student sponsorship program, training schools and hosted teams.
Our Mission
Our mission is to mobilize & equip disciple makers of every nation and tongue to be frontier missionaries. We do this by providing training to missionaries and sending them into the field, supporting them however we can. We also sponsor students from indigenous communities so that they can be the next generation of disciple makers amongst their people. Sponsored students are discipled and provided for so that they become effective spiritual leaders and educated individuals. We aim to see Jesus Christ be known in every unreached people group in the Philippines, Southeast Asia and to the ends of the Earth.

Peter Raddatz, Germany

During my DTS in 1991 I received a vision to serve in Frontier missions among the least reached. From 1992-1996 I served in YWAM Zamboanga in Southwestern Philippines. In 1995 I married Fe Raddatz. From 1997-1998 we served in Indonesia. In 1999 after finishing an SOFM we served in YWAM Davao until 2002. In 2002 we were trained to lead SOFM in Cebu. In 2009 we pioneered an FM training center with student sponsorship ministry. Since 2025 we were appointed to join the national “Team3” Leadership Team for FM (Frontier Missions) Philippines.
Fe Raddatz, Philippines
Base Leader
After finishing Bible school I married Peter Raddatz, a YWAMer & joined YWAM in 1995. From 1997–1998 we served in Indonesia. After an SOFM in 1999 we served in YWAM Davao until 2002. In 2002 we were trained to lead SOFM in Cebu since 2003 until now. In 2025 we were appointed to join the national leadership team -3 of YWAM Frontier Missions Philippines.

I am passionate about teaching children, planting churches, and reaching unreached people groups, especially my own tribe. I am committed to discipling individuals so they can become disciples who make more disciples and faithful followers of Jesus Christ.
I also have a heart for discipling youth and training leaders, equipping them to become passionate workers and multipliers of God’s love, bringing transformation and hope to their communities.
In the future, I desire to reach the Kolibugan tribe—a people of mixed Muslim and Subanen heritage—by sharing the Gospel, making disciples, and establishing literacy programs that will empower and transform lives for the glory of God.

In 2017, I took my Discipleship Training School (DTS) in Antipolo City, where God gave me a deeper compassion for the lost and a passion to see people encounter His love. In 2020, God brought me to Cebu, where I married my husband and began serving with YWAM Frontier Mission Cebu. Since then, we have been discipling young people, staffing and teaching in FM schools, and serving the local church. My passion is to mobilize, disciple, and equip people for missions. Through the Kairos Course and discipleship ministry, I help believers understand God’s heart for the nations and discover their part in the Great Commission. My desire is to see people encounter God, respond to His call, and become faithful disciple-makers who carry the Gospel across cultures, tribes, and nations

Hi, I’m Jennifer Alburo Morales, 48 years old, married. I took my CDTS (Crossroad Discipleship Training School) way back in 1999 in YWAM Cebu for 6 months and I came back as a staff after my CDTS. The Lord has been so good in my life and even up to this time, He is still working. My passion is to reach out the unreached people groups in Indochina.

God put missions on my heart when I was just a teen. In my 20’s I spent several years working in Camp Ministry in the United States. After a season of working God put DTS on my heart.Â
In 2023 I started my DTS in Skien Norway. My outreach took me to Asia for the first time. I eventually joined the staff at YWAM Salem, my home town in Oregon. God gave someone a word about me being “placed in Cebu.” While on an outreach to the Philippines I met the staff, took the Kairos Course and had my heart moved for Frontier Missions. I joined FM Cebu late 2025 and completed the SOFM.
My passion is missions mobilization and discipleship of all people. In the future I hope to be a traveling trainer, mobilizer and disciple maker to many nations. I want to mobilize the church to reach out to Frontier People groups. I am praying that prepare me and give me a calling to a specific Frontier People group.

I grew up in Cebu City as part of the Badjao tribe, where our livelihood is fishing using spear arrows. Then, after a missionary came into our community 20 years ago, it changed our way of living. They introduced us to new things like new livelihood education, etc, and then my parents encountered Christ because of them, and the rest is history.
I took my DTS, and it was the year 2024. Then, I joined FM training in the same year in November. I am a worship leader, a youth pastor in our church. My passion is to teach the youth and adult in expanding God’s Kingdom into their life. In the future, I want to reach out to my own tribe in more places in Southeast Asia.
